The Former President's Woke Warning Misses Europe's Real Threat: Economic Decline.

The recent US national security strategy presents a flawed view of the European Union. The document asserts that open-border policies and so-called "woke" policies represent an grave threat to European civilization. Yet, this perspective rests on a serious misinterpretation of the situation. The actual challenge confronting Europe is not cultural but technological and economic backwardness.

The Stark Economic Gap Separating Europe and the US

Statistics paint a stark picture. From 2008 and 2023, American economic output surged by eighty-seven percent, while a paltry 13.5% growth for the European Union. Over this period, European income per person dropped from 76.5% to just 50% of the American figure. Remarkably, even the poorest US state now boasts a higher per capita income than several leading EU nations like Italy and France.

Currently, about half of the world’s top fifty tech companies are American, while a mere four are European.

The Technological Shortfall: The Core Problem

The growing disparity stems from stronger productivity growth in the United States, largely due to breakthroughs and better use of resources. The landscape of global tech dominance is overwhelmingly American. Over the past five decades, hundreds of American startups have scaled into companies valued at more than $10bn, compared with just 14 in the European continent.

This gap prompts a vital issue: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, what is Europe stand? Experts widely agree it is essentially a two-horse race involving the United States and China, with Europe entering at a clear handicap.

Root Causes of Europe's Technological Lag

Several key reasons explain this technological divide.

  • Venture Capital: The United States has a far deeper and agile network for financing new ventures. The EU still lacks a true unified investment market, a factor that limits the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided rules hinder European business. A American entrepreneur can introduce a service under one regulatory framework to access a consumer base of over 330 million. The EU, despite a bigger population, is split among twenty-seven different national systems, creating huge market obstacles.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In some EU nations, business failure was historically met with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

Despite these challenges, there are reasons for hope. Policymakers are increasingly aware of the existential challenge and have begun to advance substantial change. Notable reports on European competitiveness and the single market highlight the need for major changes.

Given appropriate policies and rule changes, Europe's strengths might enable much higher degrees of commercial innovation.

Europe retains significant advantages: skilled human capital, excellent schools and universities, and world-class research institutions. Alongside a large internal market and substantial household savings, these elements could unleash a surge of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in creating cutting-edge technologies, it can still dramatically boost productivity by adopting and adapting innovations from elsewhere.

An Inflection Point

The European Union now faces a critical crossroads. As the saying goes, decline often happens "gradually and then suddenly". To date, Europe's slide in innovation has been gradual. But, if it fails to take decisive action to address its structural weaknesses, today's slow erosion could give way to a rapid and permanent decline in global economic relevance.
